can these be used to lower the ride height for normal driving, i.e. to retain access height at speed?

No, these can only raise the suspension height. If you want to power the suspension you would need to get the suspension recalibrated. It would not be advisable to run at access height, the suspension is not designed to work correctly at such a low height.
